Prince Edward Island has conducted its sixth Provincial Nominee Program (PNP) draw of 2025, extending a total of 52 Invitations to Apply (ITAs) to candidates seeking Canadian permanent residency. The invitations were issued through three key immigration categories: Labour Impact, Express Entry, and Business Impact on June 19, 2025.

Breakdown of the Draw

Out of the total invitations, 51 were issued to candidates under the Labour Impact and Express Entry streams, which are aligned with the province’s economic needs. Notably, 1 invitation was issued under the Business Impact Category- Work Permit Stream, marking PEI’s first entrepreneurial invitation of the year.

This draw reflects the province’s ongoing strategy to prioritize immigration candidates with skills and experience that match Prince Edward Island’s high-demand sectors, including healthcare, skilled trades, and manufacturing.

PEI’s Ongoing Immigration Strategy

As of this draw, Prince Edward Island has issued 621 ITAs through the PEI PNP in 2025. The PEI Office of Immigration has indicated that, due to reduced nomination allocations and rising application volumes, it is carefully selecting candidates who meet the strategic needs of its labour market.

The province continues to favour individuals who bring value to priority industries and contribute to economic growth. These include both skilled workers and foreign entrepreneurs committed to starting and managing businesses within the province.

Eligibility and EOI System

To be considered for PEI’s PNP draws, prospective immigrants must first submit an Expression of Interest (EOI). Candidates are then assessed and ranked based on a variety of factors, including:

  • Language proficiency in English or French
  • Educational background, including level, field of study, and location
  • Relevant work experience and skills
  • Alignment with provincial labour market priorities
  • Employment-related factors, such as a PEI job offer or Canadian work experience

Top-ranking candidates in the EOI pool receive invitations to apply for provincial nomination, which can significantly boost their chances of securing Canadian permanent residence through federal pathways.

Spotlight on the Business Impact: Work Permit Stream

The single business-focused ITA in this draw was issued under the Work Permit Stream, a part of PEI’s Business Impact Category. This pathway is designed for experienced entrepreneurs who plan to invest in and actively manage a business in Prince Edward Island.

Key requirements for eligibility include:

  • A minimum net worth of $600,000
  • Language proficiency at CLB 4 or above
  • Previous business ownership or senior management experience
  • A high school diploma or equivalent
  • A genuine intention to reside and operate the business in PEI

Applicants must first arrive in PEI on a work permit and run the business for at least one year before becoming eligible for nomination. Only individuals aged 21 to 59 years are eligible under this stream, which uses a points-based assessment system with a maximum score of 210.
